He flew C-130s and HC-130s in both the Europe and Pacific and was an instructor pilot in Colorado. He also worked in the Pacific Airlift Control Center while stationed at Clark AB in the Philippines. During the lead-up to the Desert Storm air campaign in 1990-91, he served on the Air Staff in the Pentagon as a planner and was also in charge of the AF Doctrine program.

He received an MA from the University of Colorado and a PhD in military history from the University of Michigan. He was the director of military history and deputy department head at the Air Force Academy, a professor of strategy at the US Naval War College, and was Dean of the School of Advanced Airpower Studies (now the School of Advanced Air and Space Studies)--the Air Force's only accredited graduate school for the education of future strategists.

Upon retiring from the AF, Meilinger worked as a defense analyst in the Washington DC area for six years at SAIC and Northrop Grumman. He has lectured at various military and civilian venues all over the world, and is the author of ten books and over a hundred articles dealing with airpower and military history, operations and theory. His most recent books are Into the Sun: The Novels of the US Air Force, and Bomber: The Formation and Early Development of Strategic Air Command.
